VII CONSENT AGENDA All items below are considered to be routine by City Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member requests, in which event, the item will be removed from the Consent Agenda and considered with the other items listed in the Regular Agenda.

A. Consider approving the November 20, 2023 City Council meeting minutes and the January 08, 2024 Pre-Agenda and City Council meeting minutes. (Fugett)

B. Consider approving the amended City Council 2024 Meeting Calendar. (Smith)

C. Consider adding multiple streets in the Larkin Subdivision to the City’s street maintenance system contingent upon Dependable Development, Inc. recording a revised plat dedicating the necessary right of way to allow the city to construct a connection from Canada Drive to Megby Trail and approving Budget Amendment 2024-23 for the construction of the connection. D. Consider approving a change to the Personnel Policy amending the sick leave policy, Article VI, Section 6. (Everette)

E. Consider approving Work Authorization Number 24 for Parrish and Partners for engineering and design of a new water main to service Airport tenants in the amount of $500,997.00. (Ferguson)

F. Consider approving a sole source vendor, Sage Security Solutions, on behalf of the IT Department. (Carr)

G. Consider approving 2nd reading of AX23-20, an ordinance to annex the property located at 315 Museum Road, PIN #4735-65-6626. (Ashley)

H. Consider approving a resolution directing the City Clerk to Investigate a Petition of Annexation for AX23-21, PIN #4733-71-7067, the Christopher Kowalczyk property; Receive the City Clerk’s Certificate of Sufficiency; and Consider approving a resolution setting the date of February 19, 2024, for a public hearing on the petition for annexation. I. Consider approving a resolution directing the City Clerk to Investigate a Petition of Annexation for AX23-22, PIN #4724-39-6505, the James McCollum property located at 174 Beechnut Lane; Receive the City Clerk’s Certificate of Sufficiency; and Consider approving a resolution setting the date of February 19, 2024, for a public hearing on the petition for annexation. J. Consider approving a resolution directing the City Clerk to Investigate a Petition of Annexation for AX23-23, PIN #4724-43-4205, the Timothy Lunsford Property located at 3004 Newton Drive; Receive the City Clerk’s Certificate of Sufficiency; Consider approving a resolution setting the date of February 19, 2024, for a public hearing on the petition for annexation. K. Consider appointing the applicant, Dawson Reese, to the Stormwater Advisory Commission. (Moore)

L. Consider entering into an interlocal service level agreement with Iredell County Emergency Communications (ECOM) and the Mooresville Police Department Emergency Communications Center. (Onley)

VIII Conduct a public hearing and consider approving first reading of Rezoning request ZC23-22 for the properties located at 140, 142, and 2022 Sir George Circle; Iredell County Tax Map Parcel #’s 4733-94-1904, 4733-95-1123, and 4733-94-2993; to rezone from B-5 (General Business) District to R-8 (Medium Density Single-Family Residential) District. IX Consider approving a request to demolish the structures located at 124 East Front Street, 128 East Front Street, and 150 East Front Street. (Sigmon)
